CIL goes Local

Proposed changes to the Community Infrastructure Levy (CIL) will require funds to be passed to parish and community councils in England and Wales, but not to the Localism Bill’s neighbourhood fora.

The Government is consulting, until 30 December, on CIL changes that would see a “meaningful proportion” of funds passed to the neighbourhoods in which development takes place; views are invited on what this proportion should be. Where there is no locally elected council, charging authorities will have to consult with communities on how receipts are spent.

The consultation also asks whether CIL should be used for affordable housing.

These are potentially significant measures to achieve local support for development. The big unanswered question of what proportion of CIL receipts should ‘go local’ will be critical to the effectiveness of this as a pro-development measure, and to whether local authorities are able to deliver infrastructure.
