Defending National Park Purposes

NLP has successfully represented Brecon Beacons National Park Authority against proposals for a major residential led mixed use development on the edge of the small village, Glangrwyney. After 8 months, the Welsh Government Minister agreed with his Inspector and dismissed an appeal for outline planning permission.

Dr Malcolm Hockaday gave evidence against the appellants' three technical witnesses at a two week inquiry, concluding that such a development would be contrary to the statutory duties of the National Park. NLP successfully argued that whilst the proposals were previously considered reasonable by the Unitary Development Plan Inspector, it was inappropriate to locate a development of this scale, triple the size of Glangrwyney, 2.5km away from the nearest local shops and services.

In the face of a formal allocation, an approved development brief and an officer recommendation, we were still able to get the right outcome by relying on statutory National Park purposes.
