Outline planning permission has been issued by Knowsley Borough Council for Spenhill’s retail led mixed use scheme to regenerate Kirkby town centre, following Eric Pickles recent decision not to ‘call-in’ the application for the Secretary of State’s determination.
The scheme was called in and refused in 2009 but Spenhill, the regeneration arm of Tesco, created a fresh, smaller and more integrated town centre scheme. The proposal includes new shops, cafes/restaurants/pubs and leisure uses, anchored by a Tesco Extra store, as well as a replacement library and health clinic.
This permission is a turning point for the implementation of a long standing vision for the improvement of Kirkby. We are delighted that the transformation plans can now move to the implementation stage to ensure the long awaited regeneration of Kirkby town centre can take place.
