HEaDROOM

The Localism Bill has laid the foundations for the abolition of Regional Strategies (RS). This will see regional housing targets being replaced by locally-defined requirements, which are to be supported by incentives in the form of the New Homes Bonus Scheme.

Launched in July 2010, HEaDROOM is the now tried and tested approach developed by NLP to fill the methodological gap created by localism. It complies with the requirements of the NPPF to 'objectively assess' the need for new housing and delivers robust evidence to support decisions on local housing requirements and targets that can be defended at examination or inquiry.

HEaDROOM has been utilised by a range of local authorities and private sector developers across the country on over thirty different occasions, and has been tested at appeal. Clients include Barratt, Bellway, Berkeley, CALA, Cavanna Homes, CEG, Redrow, and Taylor Wimpey.
