The Joint Unitary Development Plan (JUDP) for Pembrokeshire defines Haverfordwest as a Sub-Regional centre, ensuring that the County Town is the prime location for strategic development and an important town along the South Wales economic corridor.
The aim of the Framework was to develop a coherent and overarching regeneration agenda for Haverfordwest, identifying opportunities to present a realistic and deliverable approach to sustainable regeneration within the town and build upon the existing retail offer.
Such a range of coordinated objectives for the town centre and its constituent parts required a variety of means of implementation, involving differing levels of public sector involvement and action. The overriding requirement is that the proposed courses of action were: viable, understandable, enjoyed public acceptability and could be achieved within a reasonable timescale.
